Open access is the principle that has governed the Internet since it became available for public use in the early 1990’s. The Internet was originally designed as a pipeline that would treat all information in a nondiscriminatory fashion, a design referred to as "end-to-end" because no gatekeeper could control how the data on the network would be treated.
