Emergency communications and disaster recovery have become an issue of increasing importance in communities
throughout the United States. Concerns about interoperability of diverse origins of emergency communications,
back-up power and other resources, and the ability to respond at the site of a failure quickly and safely
must be addressed by municipalities. Communications infrastructure and broadband play a critical role in
these functions and can greatly enhance a municipality or region's efforts to manage communications during
emergencies or disasters. The eCorridors group is developing papers that address research questions in the
