House Judiciary Committee chairman James Sensenbrenner (R-Wis.) introduced a network neutrality bill; Internet Freedom and Nondiscrimination Act of 2006  (H.R. 5417)  ) that would apply antitrust sanctions against network owners that practice anti-competitive or discriminatory activities against content providers.  H.R. 5417 was introduced as an alternative to other bills, specifically H.R. 5252, that ‘fall short’ of ensuring the Internet remains open and neutral.
