Mega-mergers in the telecommunication industry has resulted in an industry that is essentially unregulated and controlled by a few monolithic entities. This begs the question; why do local governments consider entering into the telecommunication business?

Although the Telecommunication Act of 1996 was intended to stimulate competition within the telecommunication industry, most would agree that the opposite has occurred. The following articles are intended to provide rational, justification and consequence of municipal entry into telecommunications.
